A YouGov consult shows that than 55% of mobile customers - an estimated 25 million people - own sealed phones.
Gareth Beavers, a mobile phones consultant from the website Tech Radar, told BBC Radio 5 live: "For over a decade there have been recommendations that sim locking should be outlawed in the UK."
"There are [consumer] needs that must be addressed," Beavers explained to Shelagh Fogarty and Andy Verity.
